Elizabeth River Crossings (ERC) is a 58-year public-private partnership (P3) with the Virginia Department of Transportation, managed by Abertis and Manulife Investment Management. ERC operates and maintains the Downtown and Midtown Tunnels connecting Norfolk and Portsmouth, and the MLK Freeway extension.
