The Harris County Toll Road Authority (HCTRA) was created in 1984, after Harris County voters authorized the issuance of up to $900 million in bonds for the purpose of constructing, maintaining and operating toll roads in Harris County. Today, HCTRA’s 128-mile, user-funded system provides connections between all corners of Harris County, and to adjacent counties. Most recently, the Tomball Tollway opened to traffic in April 2015, and provides much-needed congestion relief in northwest Harris County. Each weekday, roughly 1.6 million transactions are processed on HCTRA roadways. On and off the road, HCTRA’s back office systems and staff support nearly 1.9 million EZ TAG accounts with more than 3.9 million tags in vehicles. Tolls collected on HCTRA roadways allow the system to be completely self-supporting. Harris County’s careful financial management of the toll road system has earned it consistently superior bond ratings, substantial reliable cash reserves, and enables the maintenance and upkeep of existing roadways as well as future expansion needs.
